The French parliamentary proposal that would make the renewal of some long-term residency permits automatic was passed by the National Assembly, but it's progress in the Senate has been problematic.

I would think that the renewal of a Carte de Séjour pour l’Epouse d’un Citoyen Européen should also be automatic…
